The services covered assessment and documentation of the project cycle procedures in the four technical directorates: Building Construction, Building Maintenance, Roads, and Sewerage and Drainage. The objective of the services is the: Simplification of procedures in order to reduce the time needed to achieve project milestones, Elimination of work that does not contribute to objectives, Improved quality through standardization of work methods, Better coordination between departments and agencies involved in the project cycle, Higher efficiencies of the project management functions at the ministry. The work procedures pertaining to the project cycle were reviewed as to: phases of the project cycle, main tasks in each phase, important milestones, organizational unit responsible for each phase and other participating units inside or outside the Ministry, the time needed to accomplish each phase, the controlling legislative document, the forms used and where they are ultimately filed, the approvals needed, and the degree of computerization implemented.
