The study looked into the key policies and institutional issues in the road transport sector. Problems were identified and analyzed, options for actions were reviewed and finally a recommendation of an integrated package of proposals for carrying out reforms of the transport policies and institutions. The execution was divided into two components as follows:
- Road Transport Institution Improvement: The study examined the present institutions in the road sector and its performance. The study of proposals for reforms took into account introduction of modern management practices which emphasize accountability, transparency, decentralization and flexibility.
- Road Transport Policy Issues: The study identified a cost recovery strategy that will finance the road sector in a better way than at present. It outlined a road transport regulatory regime which addresses issues of tariff setting, over loading and penalties, licensing and import controls and optimize resources and economic benefits.

The design and preparation of contract documents and supervision of construction for 7 weigh stations with all related works. Each weigh station comprises mainly two automatic weighbridges, a high speed weigh in motion weighbridge to sort vehicles according to preset vehicle classifications, and a precise weigh bridge for illegally loaded vehicles. The weigh stations also comprises over height detectors, traffic lights integrated electronically with the weighbridges, a control office, public facilities and parking areas.

A comprehensive regional transportation study and public transportation study of Amman Region which has a population of over one million inhabitants (at the time of study) and the study area is about 2,828 sq.km. The study was carried out in two phases. Phase I consisted of compiling reviewing existing traffic data and carrying out an inventory of road network and parking facilities in the study area, and carry out comprehensive traffic surveys within the study area. Phase II consisted of traffic & parking modeling and projection and recommendations for road network and parking facilities master plan and for an improved public transportation system.
